In the area of navigation, some of the issues dominating the discussions were: the accelerated phase-out of single-hull oil tankers, the transport of dangerous goods by sea, coastal States'jurisdiction, capacity-building for the production of nautical charts, flag State implementation and enforcement, ports of refuge, the provision of a place of safety for persons rescued at sea, and the freedom of movement of seafarers balanced against security concerns.
